Tanger-Tétouan-Al Hoceima hosts a Clima-Med workshop on capacity building and energy transition

A crucial training workshop on climate and energy planning was held on February 12 and 13 at the headquarters of the Tangier-Tetouan-Al Hoceima (TTA) regional council, bringing together local elected representatives and administrative executives from the region, as well as representatives of the Association Marocaine des Présidents des Conseils Communaux (AMPCC).

This initiative, supported by the Clima-Med project and the Covenant of Mayors for the Mediterranean (CoM Med), has a dual objective: to strengthen and accelerate the creation of a national support mechanism for developing Sustainable Energy Access and Climate Action Plan (SEACAP), and to support local authorities in their commitment to fighting climate change.

During these two highly focused days, participants benefited from in-depth training covering several key aspects of the tools developed by Clima-Med:

• The fundamentals and principles of the Covenant of Mayors for the Mediterranean

• The detailed PAEDC preparation manual

• The Climate Finance Guide

• Communication and networking strategies

These sessions, alternating lectures and practical debates, are part of the ongoing efforts made by the Clima-Med project since 2018 to perpetuate the work undertaken at national and local levels, but also to continue supporting other communes and regions across Morocco.

At the end of the workshop, representatives of the TTA regional council expressed their willingness to join CoM Med, and undertook to promote the initiative among the region’s communes, inviting them to join, particularly those involved in the SLEC project.

The Clima-Med team has reaffirmed its commitment to supporting the region and its communes in the accession process and in drawing up their SEACAPs. The project is currently working to set up a National Support Mechanism for SEACAPs in collaboration with the AMPCC to strengthen work between communes and the Association of Moroccan Regions (ARM) and better coordinate actions at the AMPCC to strengthen work between the communes at the regional level.

Un atelier de formation crucial sur la planification climatique et énergétique s'est tenu les 12 et 13 février au siège du conseil régional de Tanger-Tétouan-Al Hoceima (TTA), rassemblant élus locaux et cadres administratifs de la région, ainsi que des représentants de l'Association Marocaine des Présidents des Conseils Communaux (AMPCC).

Cette initiative, portée par le projet Clima-Med et la Convention des Maires pour la Méditerranée (CdM Med), poursuit un double objectif : renforcer et accélérer la création d’un mécanisme national d'accompagnement pour l'élaboration des Plans d'Action pour l'Accès à l'Énergie Durable et le Climat (PAAEDCs), et soutenir les autorités locales dans leur engagement contre le changement climatique.

Durant ces deux journées intensives, les participants ont bénéficié d'une formation approfondie couvrant plusieurs aspects essentiels à travers les outils développés par Clima-Med :

• Les fondamentaux et principes de la Convention des Maires pour la Méditerranée

• Le manuel détaillé de préparation des PAAEDCs

• Le Guide de financement climatique

• Les stratégies de communication et de mise en réseau

Ces sessions, alternant présentations théoriques et débats pratiques, s'inscrivent dans la continuité des efforts déployés par le projet Clima-Med depuis 2018 pour pérenniser le travail entrepris aux niveaux national et local, mais aussi de continuer à appuyer d’autres communes et régions sur le territoire marocain.

À l'issue de l'atelier, les représentants du conseil régional TTA ont manifesté leur volonté d'adhérer à la CdM Med et se sont engagés à promouvoir l'initiative auprès des communes de la région, et les inviter à la rejoindre particulièrement celles participant au projet SLEC.

L'équipe Clima-Med a réaffirmé son engagement à accompagner la région et ses communes dans le processus d'adhésion et dans l'élaboration de leurs PAAEDCs. Le projet œuvre actuellement à la mise en place d'un Mécanisme national d’appui aux PAAEDCs (MAP) en collaboration avec l'AMPCC pour renforcer le travail entre les communes et l’association des régions marocaines (ARM) et mieux coordonner les actions au niveau des régions.

انعقدت يومي 12 و13 فبراير بمقر مجلس

طنجة - تطوان - الحسيمة، ورشة تدريبية مهمة حول التخطيط للمناخ والطاقة، جمعت ممثلين محليين منتخبين ومسؤولين إداريين من المنطقة، بالإضافة إلى ممثلين عن الجمعية المغربية لرؤساء المجالس الجماعية.

هذه المبادرة، التي يدعمها مشروع كليما – ميد وميثاق رؤساء المدن في البحر المتوسط ​​(CoM Med)، لها هدف مزدوج: تعزيز وتسريع إنشاء آلية دعم وطنية لتطوير خطة عمل الوصول للطاقة المستدامة والمناخ (SEACAP)، ودعم السلطات المحلية في التزامها بمكافحة تغير المناخ.

خلال هذين اليومين اللذين تميزا بالتركيز الشديد، استفاد المشاركون من تدريب متعمق يغطي العديد من الجوانب الرئيسية للأدوات التي طورتها كليما – ميد:

• أساسيات ومبادئ ميثاق رؤساء المدن في البحر المتوسط

• دليل إعداد SEACAP المفصل

• دليل تمويل المناخ

• استراتيجيات الاتصال والتواصل

هذه الجلسات، التي تناوب فيها المحاضرات والمناقشات العملية، هي جزء من الجهود المستمرة التي يبذلها مشروع كليما – ميد منذ عام 2018 لمواصلة العمل الذي تم القيام به على المستويين الوطني والمحلي، ولكن أيضًا لمواصلة دعم البلديات والمناطق الأخرى في جميع أنحاء المغرب.

وفي نهاية الورشة، أعرب ممثلو المجلس الإقليمي طنجة - تطوان - الحسيمة عن استعدادهم للانضمام إلى ميثاق رؤساء المدن في البحر المتوسط، وتعهدوا بتعزيز المبادرة بين بلديات المنطقة، ودعوتهم للانضمام إليها، وخاصة تلك المشاركة في مشروع SLEC.

وقد أكد فريق كليما – ميد التزامه بدعم المنطقة وجماعاتها في عملية الانضمام وفي إعداد خطط عمل الوصول للطاقة المستدامة والمناخ. ويعمل المشروع حاليًا على إنشاء آلية دعم وطنية لخطط التكيف المناخي المستدامة بالتعاون مع الجمعية المغربية لرؤساء المجالس الجماعية لتعزيز العمل بين الجماعات وجمعية الجهات المغربية (ARM) وتنسيق الإجراءات بشكل أفضل في الجمعية لتعزيز العمل بين الجماعات على المستوى الإقليمي.
