Irbid project “Cleaner Energy Saving multi-use public building” Kick-off event

With the support of the EU, Greater Irbid municipality is taking serious actions and setting real measures to combat climate change and enhance the quality of life for its citizens and visitors.

The "Cleaner Energy Saving multi-use public building” is an original and progressive concept instigated by the municipality of Irbid with the support of the European Union and in partnership with Yarmouk University and the Future Pioneers Association. The project has won a distinguished grant from the EU's Climate for Cities program, C4C, which aims to support Southern Neighbourhood cities in their energy and climate transition through the implementation of the concrete actions included in the Sustainable Energy and Climate Action Plans (SECAPs).

The "Cleaner Energy Saving multi-use public building” aims at establishing a Green Car Park, Ride and Connect facility – an energy-saving multi-use public building powered by solar energy- With a budget of 5.2 million euros.

During the Kick-off event of the project on October 30, in the Hashemite Hall in the Greater Irbid Municipality building, Mr Thibaut Moyer- Deputy Head of Cooperation, Head of Economic, Infrastructure and Trade Section, represented H.E Ms Hadjitheodosiou, Ambassador of the European Union in Jordan; he declared that the EU aims to provide continuous support to the municipality in projects related to climate change and green buildings: “Climate change is not that something that stops at the border of Europe, it’s a matter that affects and impacts all countries, and actions by all countries are necessary to lead the global temperature rise in line with the Paris agreement”, ensuring the responsibility of each country to take a forward step in climate action. Mr Moyer reminded pridefully of the different EU regional initiatives in support of climate action to local authorities in the region and thanked the National Authorities and the Clima-Med team for their enduring collaboration with the municipality and to the country in general, as a partner as well as a cross border cooperation team.

Mr Nabil AL-Kofhi, mayor of Greater Irbid Municipality, expressed his gratitude for the continuous support the European Union to the Municipality: “We believe that partnership upon which the municipality has based in all its activities, has a real value; partnership with the citizen, with state institutions, the private sector, and all the permanent institutions”.

Eng. Reham Al Jammal -Mayor’s Consultant for International Projects & Program Affairs- stressed the importance of the work done to prepare the Sustainable Energy and Climate Action Plan (SECAP) in 2016 in coordination with the CES-MED project. She asserted that it had opened doors for several EU-funded projects in different sectors.

The Greater Irbid municipality project “Cleaner Energy Saving multi-use public building” project will be implemented in a prime strategic location within the busy yet vibrant heart of Irbid’s downtown area, adjacent to the historical and archaeological Irbid hill.

Avec le soutien de l’UE, la municipalité du Grand Irbid prend des mesures fortes et concrètes pour lutter contre le changement climatique et améliorer la qualité de vie de ses citoyens et de ses visiteurs.

Le projet « Bâtiment public polyvalent plus propre et économe en énergie » est un concept original et évolutif initié par la municipalité d’Irbid avec le soutien de l’Union européenne et en partenariat avec l’université de Yarmouk et l’association Future Pioneers. Le projet a remporté une subvention du programme européen Climate for Cities, C4C, qui a pour objectif de soutenir les villes des pays du voisinage méridional dans leur transition énergétique et climatique en mettant en œuvre des actions concrètes proposées dans les Plans d’action pour l’accès à l’énergie durable et le climat (PAAEDC).

Le projet « Bâtiments publics polyvalents plus propres et économes en énergie » vise à mettre en place un parking écologique avec une fonctionnalité « rouler et se connecter» – qui serait un bâtiment public polyvalent à économie d’énergie alimenté par l’énergie solaire, avec un budget de 5,2 millions d’euros.

Lors de l’événement de lancement du projet le 30 octobre, dans la salle hachémite du bâtiment de la municipalité du Grand Irbid, M. Thibaut Moyer, Chef adjoint de la coopération, Chef de la

section économique, infrastructure et commerce, représentait S.E. Mme Hadjitheodosiou, Ambassadrice de l’Union européenne en Jordanie ; à ce titre, M. Moyer a déclaré que l’UE souhaitait fournir un soutien continu à la municipalité dans les projets liés au changement climatique et aux bâtiments écologiques : « Le changement climatique ne s’arrête pas à la frontière de l’Europe, c’est un enjeu qui affecte l’ensemble des pays, et il est nécessaire que tous les pays entreprennent des actions concertées si l’on veut freiner l’augmentation de la température de l’atmosphère conformément à l’accord de Paris » et d’assurer la responsabilité de chaque pays de faire un pas en avant dans l’action climatique. M. Moyer a rappelé avec fierté les différentes initiatives régionales de l’UE menées pour soutenir l’action climatique par les autorités locales dans la région et a remercié les autorités nationales et l’équipe de Clima-Med pour leur collaboration durable avec la municipalité et le pays en général, en tant que partenaire et équipe de coopération transfrontalière.

Mme Reham Al Jammal, ingénieure et conseillère du maire sur les projets internationaux et les affaires de programme, a souligné l’importance du travail effectué pour préparer le plan d’action pour l’accès à l’énergie durable et le climat (PAEDC) en 2016, en coordination avec le projet CES-MED. Elle a affirmé qu’il avait ouvert la voie à plusieurs projets financés par l’UE dans différents secteurs.

Le projet de la municipalité du Grand Irbid « Bâtiments publics polyvalents plus propres et économes en énergie » sera mis en œuvre à un emplacement stratégique de premier ordre, dans le cœur animé, mais dynamique du centre-ville d’Irbid, à proximité de la colline historique et archéologique d’Irbid.

بدعم من الاتحاد الأوروبي، تتخذ بلدية إربد الكبرى إجراءات جادة وتضع تدابير حقيقية لمكافحة تغير المناخ وتحسين نوعية الحياة لمواطنيها وزوارها.

"المبنى العام الموفر للطاقة النظيفة والمتعدد الاستخدامات" هو مفهوم أصلي وتقدمي حثت عليه بلدية إربد بدعم من الاتحاد الأوروبي وبالشراكة مع جامعة اليرموك وجمعية رواد المستقبل، وقد حصل المشروع على منحة متميزة من برنامج الاتحاد الأوروبي المناخ للمدن، C4C، الذي يهدف إلى دعم مدن الجوار الجنوبي في انتقال الطاقة والمناخ من خلال تنفيذ الإجراءات الملموسة المدرجة في خطط عمل الوصول للطاقة المستدامة والمناخ (SEACAPs).

يهدف "المبنى العام الموفر للطاقة النظيفة والمتعدد الاستخدامات" إلى إنشاء موقف للسيارات الخضراء ومنشأة الركوب والاتصال - وهو مبنى عام موفر للطاقة متعدد الاستخدامات يعمل بالطاقة الشمسية - بميزانية تبلغ 5.2 مليون يورو.

خلال حفل إطلاق المشروع في 30 أكتوبر، في القاعة الهاشمية بمبنى بلدية إربد الكبرى، مثل السيد تيبوت موير - نائب رئيس التعاون، ورئيس قسم الاقتصاد والبنية التحتية والتجارة، سعادة السفيرة هادجيثودوسيو، سفيرة الاتحاد الأوروبي في 

الأردن؛ وأعلن أن الاتحاد الأوروبي يهدف إلى تقديم الدعم المستمر للبلدية في المشاريع المتعلقة بتغير المناخ والمباني الخضراء: " أن تغير المناخ ليس شيئًا يتوقف عند حدود أوروبا، إنه أمر يؤثر ويلمس جميع البلدان، وهناك حاجة إلى إجراءات دولية متضافرة للحد من ارتفاع درجة حرارة الغلاف الجوي وفقًا لاتفاق باريس "، مما يضمن مسؤولية كل بلد لاتخاذ خطوة إلى الأمام في العمل المناخي. ذكر السيد موير بفخر بمختلف المبادرات الإقليمية للاتحاد الأوروبي لدعم العمل المناخي للسلطات المحلية في المنطقة وشكر السلطات الوطنية وفريق كليما – ميد على تعاونهم الدائم مع البلدية و مع الدولة بشكل عام كشريك وكذلك كفريق تعاون عبر الحدود.

وأعرب السيد نبيل الكوفي، رئيس بلدية إربد الكبرى، عن امتنانه للدعم المستمر الذي يقدمه الاتحاد الأوروبي للبلدية قائلاً: "نعتقد أن الشراكة التي قامت عليها البلدية في جميع أنشطتها لها قيمة حقيقية، الشراكة مع المواطن ومؤسسات الدولة والقطاع الخاص وجميع المؤسسات الدائمة."

أكدت المهندسة ريهام الجمال - مستشارة رئيس البلدية للمشاريع الدولية وشؤون البرامج - على أهمية العمل المنجز لإعداد خطة عمل الطاقة المستدامة والمناخ (SECAP) في عام 2016 بالتنسيق مع مشروع CES-MED. وأكدت أنها فتحت الأبواب أمام العديد من المشاريع الممولة من الاتحاد الأوروبي في قطاعات مختلفة.

سيتم تنفيذ مشروع بلدية إربد الكبرى "المبنى العام الموفر للطاقة النظيفة والمتعدد الاستخدامات" في موقع استراتيجي رئيسي في قلب منطقة وسط مدينة إربد المزدحمة والحيوية، بجوار تلة إربد التاريخية والأثرية.
